Russia and EU successfully maintain intensive multilevel political dialogue on a wide range of issues both bilaterally and within international and regional organizations with the aim to promote security and stability based on international law and respect for democratic principles and human rights.
The institutional framework of political dialogue is established by the Russia-EU Partnership and Cooperation Agreement, and includes regular Russia-EU summits (twice a year by rotation on the Russian or EU territory), meetings of Permanent Partnership Council on the level of foreign ministers, meetings of the Russian foreign minister with the EU High Representative for Foreign Affairs and Security Policy and with 27 EU member-states’ foreign ministers in New York within the framework of the UN General Assembly sessions.
At senior officials' and expert level political dialogue is held within regular MFA Political Directors' meetings, meetings between the Russian Permanent Representative to the EU and the Chairman of the EU Political and Security Committee, expert-level consultations (more than 20 annually) covering a wide range of topical international and regional issues. The meetings between Russian and European parliamentarians in the framework of Russia-EU Parliamentary Cooperation Committee are an important constituent part of political dialogue.
